Adds the annealing search and its first configuration.

  • Evidence: verify/area passes on the head commit; python3 verify.py routes/annealing/n11.txt.

Re-ran the verifier locally; numbers match. Good base for the other routes.

verify.py on the head: n = 11, min area 0.03653 (exact recomputation).
